State Mandates Near-Universal Sexual Harassment Training

Senate Bill 1343, newly signed by Gov. Jerry Brown, mandates that all businesses with five or more employees must conduct sexual harassment training for all their personnel every two years, with the first such training to be finished by Jan. 1, 2020.

The bill significantly broadens the previous law, which affected only businesses with 50 or more employees and mandated training only for those in supervisory positions.

SB 1343 covers all supervisory employees and non-supervisory employees as well. Supervisory employees must receive two hours of training, and non-supervisory employees one hour of training.

Under the law, the Department of Fair Employment and Housing (DFEH) must develop and make available on its website the one- and two-hour anti-sexual harassment training courses.
